Abstract
This study has attempted to (1) review the historical development of cost sharing in resource development and conservation programs, (2) compare and analyze cost sharing arrangements in watershed projects under Public Law 566 before and after amendment, and (3) discuss the arguments for and against revising cost-sharing requirements of P. L. 566.
