PROPORTIONAL REPRESENTATION IN THE SOCIAL AND POLITICAL CONFLICT IN GERMANY, 1871-1920
Abstract
The idea of proportional representation, or as commonly abbreviated, P. R., dates at least to the French Revolution. In a speech before the Assembly of Provence in January, 1789, Mirabeau is alleged to have expressed the metaphor which subsequently became so popular with proportionalists.
