Abstract

Nothing is more uniquely American than local control of public education through boards of education composed of lay citizens. School. board members represent the citizens who own and support the schools. They are part of the grass roots organization which is closer to the electorate than other forms or levels of government. The wishes and aspirations of the patrons and youth are voiced through board members. Board members make decisions relative to the local taxpayers' money and are responsible to their neighbors for their action. In short, board members are trustees of a great public enterprise.
