Abstract

Since the establishment of the graded concept for elementaryschool organization, periodic attempts have been made to modify itsapplication.These modifications have arisen in response to conditionspeculiar to a local situation. Such attempts have become frequent inthe recent past, probably as a result of increasing awareness of weak-nesses in existing situations and of a generally encouraging atmosphereregarding change. These attempts have resulted in a proliferation oforganizational plans for purposes of classroom instruction, each pur-porting to provide the solutions to specific or general problems. Theclaims and counter-claims are often as confusing as the multiplicity ofthe plans themselves.
