AN ANALYSIS OF THE ELEMENTARY SCHOOL PRINCIPALSHIP RELATING TO RESPONSIBILITIES OF THE POSITION
Abstract
The purpose of this study was to determine within selected Nebraska and Kansas public school districts how elementary school principals, elementary classroom teachers and superintendents perceived the professional responsibilities of the elementary school principal. The population from which the sample in this study was drawn consisted of all public school districts in Nebraska and Kansas with six or more elementary schools. The participating sample of twelve selected school districts included twelve superintendents, thirty-six principals and seventy-two teachers. Survey instruments, which measured perceptions of groups toward the principals' responsibilities were designed based upon findings of the review of the literature. Based upon the findings of this study, a statistically significant difference was observed to exist between groups: principals and teachers, principals and superintendents, and superintendents and teachers in their perceptions of the professional responsibilities of the elementary school principal. The findings showed discrepancies between groups in the following principal's task areas: teacher evaluation; community awareness; group problem solving; leadership attitudes; services for the exceptional child; administrative tasks; and others. The greatest degree of discrepancy between principals and teachers was found for the item on teacher evaluation. According to the findings, principals placed less emphasis on teacher evaluation than teachers perceived them to place. Demographic information was collected and analyzed concerning the three groups studied. Two of the findings tended to indicate: (1) principals who supervised two schools apparently placed greater priority on instruction than principals who supervised one school; and (2) principals with eleven or more years of experience in their present district placed a greater priority on instruction than principals with less than ten years of experience. The findings and conclusions were the basis for recommendations. Two major recommendations were: (1) school districts should clarify and refine job responsibilities of the elementary school principal by developing written job descriptions and policy statements on the role and expectations of the principal; (2) a school district should have a set of formulated procedures to guide principals in instructional improvement.
