A DEVELOPMENTAL APPROACH TO THE IMPROVEMENT AND UPGRADING OF SECONDARY SCHOOL TEACHERS IN IMO STATE, NIGERIA

Abstract

Purpose. The major purpose of this study was to design an instructional system model for the upgrading and improvement of teachers of secondary education in Imo State, Nigeria by fulfilling the following objectives: (1) An investigation of the educational background, instructional needs, and interest of secondary school teachers in Imo; (2) the development of an instructional system model to meet the perceived instructional needs of these teachers; and (3) a delivery system to be put in place. The study was completed in three parts: a documentary analysis, a status survey and a design of the proposed system. Documentary Analysis. This consisted of a review of the literature in two major areas. The first was a review of official documents and a research report of unqualified teachers in Imo State. The second part was a review of the literature on instructional design systems. Status Survey. The status survey was carried out in Imo State. The survey of the teachers and the review of literature on the instructional system design, were integrated to generate an instructional system model for the defined needs and interests of the unqualified secondary teachers. Design of the Proposed System. A proposed instructional system was described. This system is to function as either a model to be implemented or as a prototype model for planning. The system consists of self instructional modules delivered to the student by mail and learning consultations. The general framework for the system was adapted basically from the Briggs model with some revisions. It involves four major activities: (1) adaptation of the instructional design model for Imo State conditions; (2) description of the steps and substeps of the design; (3) identification of human and material resources for the above steps; and (4) a management strategy for team-project. Conclusions and Recommendation. The main conclusion of the study was that as a result of the pressures of the educational policies of the national government, the teaching staff of Imo State secondary schools is composed of a high percentage of undereducated teachers. To correct this situation, it is recommended that preservice and inservice training become a part of the components to be implemented by Open Learning. The upgrading and certification of teachers should be initiated at the end of the improvement activities.
