DEVELOPMENT OF A SIMULATION MODEL FOR A METROPOLITAN CITY STREET MAINTENANCE SYSTEM

Abstract

The basic problem posed for research was the development of a predictive computer model which will simulate the events comprising a typical street maintenance operation in a metropolitan American city. The objective of the model was to provide public works management personnel with a tool for determining the impact of significant changes in constraints. The street maintenance system was assumed to possess three major categories of resources: (1) labor; (2) equipment; and (3) materials. In this model, these resources were assumed to be assigned to one of several district operations, but can be shared with an adjacent district. The street maintenance activities considered in the model are categorized into three types: (1) scheduled routine maintenance; (2) weather-related tasks such as ice or snow removal; and (3) work caused by occurrence of an extended weather emergency such as a tornado or blizzard. The model was developed using the advanced FORTRAN-based simulation language SLAM and employing discrete event orientation. The characteristics of the model were based upon information furnished by street maintenance management personnel of a metropolitan Midwestern city. Because of the geographical location of this city, winter operations were a major factor. Comparison of the output of the model with estimates of performance provided by the city generally substantiated the validity of the model. Data generated as model output was reviewed by the city street maintenance management personnel and confirmed as useful, heretofore unavailable information regarding the system operation.
