A study of the knowledge and perceptions of teachers, administrators, and board members of tenure in Nebraska public schools

Abstract

The purpose of the study was to determine if teacher tenure statutes in Nebraska were perceived by teachers, administrators, and board members as being effective in improving educational opportunities for students. A survey instrument was used to measure each respondent's knowledge and perception of the tenure statutes. Findings and conclusions. The following conclusions are based on the findings of the study: (1) It is the perception of most respondents that neither the quality nor the effectiveness of teachers has improved because of tenure. (2) Respondents generally agreed that Nebraska tenure statutes not only protect competent teachers from arbitrary dismissal but also protect incompetent teachers against dismissal. (3) There is not a strong correlation between knowledge of teacher tenure statutes and perceptions of those statutes. (4) The administrator's evaluation is the most significant evidence in a dismissal hearing, however, most teachers and board members believe that evaluation procedures have not improved significantly as a result of the tenure statutes. (5) There is a perceived need for change in tenure statutes that would allow for easier dismissal of incompetent teachers. (6) There are significant differences in knowledge and perceptions of teacher tenure among the groups studied that must be accounted for if efforts to improve the effectiveness of the statutes are to be successful. Recommendations. In view of the findings and conclusions, it is recommended that: (1) Additional training in evaluation procedures for administrators be required. (2) Additional time for evaluation and documentation of teaching performance be required. (3) A task force be established by the Nebraska Department of Education to review the present tenure statutes. (4) Remediation programs for marginal teachers be mandated and made available on a local or a regional basis. (5) Additional information about tenure statutes and evaluation be provided to members by the professional organizations. (6) A study be conducted comparing the provisions of teacher tenure with fair dismissal practices of other state agencies.
