A study of the chancellorship of Chauncey S. Boucher at the University of Nebraska, 1938-1946

Abstract

A study of the chancellorship of Dr. C. S. Boucher serves as an example of the leadership provided by chancellors and presidents of postsecondary educational institutions during the late 1930s and 1940s. Several theories are outlined that provide a general overview of the concept of leadership. These theories can be used to outline the traits one finds in the leader of an organization. Past studies have identified the leadership traits of effective college presidents and have been used to develop a role model of the contemporary college president. Dr. Chauncey S. Boucher served as the Chancellor of the University of Nebraska from 1938-46 and provided leadership for the institution during a time of war, and shortage of funding and students. Dr. Boucher, the son of a college president, began his academic career as an instructor of history. As the Dean of the College of Arts, Literature, and Science at the University of Chicago he was instrumental in the development of the "Chicago College Plan". He instituted similar programs at West Virginia University, where he was President, and at the University of Nebraska. Dr. Boucher worked with a variety of constituencies at the University of Nebraska including the Legislature, Board of Regents, and the faculty. His personal characteristics sometimes placed him at odds with these constituencies particularly with the faculty. Funding shortages caused by a poor economy along with the problems caused by World War II were constant difficulties for Boucher as he tried to provide leadership for the University. The University was beginning to experience a growth in student attendance and an increase in funding at the time of his retirement. This can be seen as the result of Boucher's leadership at the University during the time he served as Chancellor.
