Abstract

Every child, regardless of race, creed, economic condition, social status, or place of residence, has the same right to an elementary and high school education which will most nearly meet his needs in terms of preparation for complete living and for citizenship in its "broadest sense. At the present time, with the status of school districts as they exist in Nebraska, this right is denied many children because of inequalities in existing facilities and financial structure. This has been borne out by numerous authorities and study groups.
