Abstract

States and local communities have been, and will continue to be, faced with tremendous school building problems.^" During the decade of the fifties, school construction proceeded at a -2 record pace throughout the United States. According to a recent report of the Office of Education, in the six year period, 1955-56 through 1960-6 1 , the average annual classroom construction rate was 6 9,1 0 0.^ At the beginning of the 1 9 6 1 -6 2 school year, it was estimated that a "total of 1 ,3 3 8 ,5 6 0 classrooms were available in public elementary and secondary schools of the country.In addition, it was estimated that the average annual expenditure for constructing and equipping these schools reached somewhat over $3 billion.^
