Abstract

The quality of public education is of major concern not only to the teaching profession and the people generally but also to national leaders who view it in terms of national welfare and survival. With typical class size large generally, and with continuing shortages of qualified teachers and adequate facilities, the problem of the individual teacher load is becoming more and more crucial.
