Abstract

So begins the Educational Policies Commission in its publication The Unique Role of the Superintendent of Schools. Any society seriously concerned with its own perpetuation can ill afford to neglect giving considerable attention to the selection and development of its leaders. It is not enough that leaders merely be allowed to emerge as they show competence in problem situations. It is of major importance that the job of the Superintendent be done well but the Superintendency is inherently difficult and complex and is further complicated by the great changes which are sweeping civilization. The development of basic understandings concerning changing social needs should be a part of the leader's orientation for his job. Nowhere are such understandings of more importance than among those who help determine the policies within which the nation's children and youth shall be educated. Educational leadership of high quality can keep the schools closely in touch with the changing social scene.
