Abstract

Civil preparedness is many things to many people. It is planning for emergencies; it is civil defense operating during emergen- cies; it is helping people and communities recover after the energencies are over. Federal, state and local governments are responsible for taking measures to safeguard the public during the different phases of emergencies. The measures proposed by the governments, to be success- ful, must depend upon the understanding which the individual citizens have and the actions which they take for personal and community pre- paredness. 1 Civil preparedness is not an isolated organizational concept. It is government prepared for and taking effective action to coordinate the human and material resources available to a city or county to save lives, limit damage, and speed recovery in event of a major emergency 2 or an attack."
