Abstract

Title IX of the 1972 Educational Amendments, for which rules and regulations became final on July 21, 1975, provides that "no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."1 By July 21, 1976, school districts were to be in compliance with most of the Title IX rules and regulations regarding treatment of students and employment.
