Abstract

The primary role of personnel directors in education is to select potentially effective teachers to carry out the goals and objectives of the total educational program. Although there appears to be an abundance of teachers today, the selection of outstanding teachers is a difficult task. Furthermore, shortages of teachers in some teaching areas remain a problem.In the quest for effective teachers, it must be recognized that several existing and emergent conditions have minimized the need for new personnel. The decline in the school-age population means that fewer new teachers will be sought. Additionally the early 70's spawned increased economic benefits and job protection rights for the majority of teachers. Thus, it is probable that teachers will remain in the profession for longer periods of time than was the case formerly.
