THE ROLE AND PRIORITIES OF INSTITUTIONAL POLICIES AND GOALS OF A SELECTED NIGERIAN UNIVERSITY IN ACHIEVING NATIONAL EDUCATION POLICY AND GOALS
Abstract
The purpose in this study was to examine the degree to which national goals of university education in Nigeria were perceived to be the goals being attained by and the goals preferred by the University of Nigeria-Nsukka. Five research questions were investigated. Data were collected by administration of a 35-item survey instrument which was administered to 50 senior academic and administrative personnel in the Faculty of Education at the University of Nigeria-Nsukka. These subjects were divided into two groups of 25 subjects each. Subjects in Group 1 rated the extent to which goals of university education in Nigeria were being attained at the University of Nigeria-Nsukka. Subjects in Group 2 rated the extent to which goals of university education in Nigeria were preferred as goals for the University of Nigeria-Nsukka. Data used for treatment and analysis in this study were provided by return of 41 usable survey instruments. The major findings of the study are: (1) A moderate correlation (.48) between perceptions and ratings of goals attained and goals preferred was present (p < .001). (2) Twenty-nine of 35 goal statements which were rated were perceived as being attained. (3) Twenty-seven of 35 goal statements which were rated were perceived as being preferred with all preferred goal statements being among the 29 goal statements which were perceived as being attained. (4) Levels of attained and preferred involvement of the Nigerian federal government in governance of university education were perceived to be congruent. (5) Levels of attained and preferred involvement of various roles and agencies in selection of goals and policies for the University of Nigeria-Nsukka were perceived to be congruent. Based on means for perceived levels of attainment and preference, as well as priority ratings made by respondents, five major goals for university education in Nigeria were identified. Programs should (1) provide for national development, (2) be relevant to the needs of the society, (3) be relevant to the needs of individuals, (4) provide students with an understanding of the world around them, and (5) provide for life-long education.
