JURY REVIEW AND FIELD TEST OF AN INSTRUMENT FOR FUNCTIONAL DETERMINATION OF SCHOOL SITE SIZE

Abstract

The purpose of this study was to develop an instrument for determining size requirements for school sites by functional needs. Hypotheses tested were: (1) that professional school facility planners would support the concept, (2) school officials' opinions of space needs would concur within 10 percent of the instrument recommendations, and (3) an acceptable instrument for objectively determining ideal site size could be developed. The procedure involved review of the instrument by professional planners resulting in a revised determination instrument. The revised instrument was field tested on eighteen Nebraska school sites. The desired spaces discerned on the school sites were then constrasted with the instrument's recommended spaces. The major findings were: (1) Four of the five professional building planners agreed that a functional determination instrument was needed. All of the jury provided constructive recommendations for its improvement. (2) Nineteen out of 119 individual site functions, or 16 percent, had "desired" spaces within a 10 percent margin of the instrument's recommended spaces. Two of eighteen sites, or 11 percent, had "desired" total site spaces within a 10 percent margin of those recommended. (3) All eighteen of the school administrative officials willingly participated. Also, minor adjustments in the instrument's recommended space will make it useful in determining acceptable space needs. The conclusions were: (1) Hypothesis 1 was supported. The jury of professional building planners participated in developing an instrument and endorsed the concept of site size functional determination. (2) Hypothesis 2 was denied. Data collected from this study did not concur within a 10 percent margin of the revised instrument recommendations. (3) Hypothesis 3 was supported. Recognition by study participants of need for an objective instrument based on functions to determine school site sizes was evident. The limited success of this study supports the feasibility of Hypothesis 3.
