GUIDELINES FOR THE IMPLEMENTATION OF A GLOBAL EDUCATION PROGRAM IN A K-12 SCHOOL DISTRICT (K-TWELVE)

Abstract

The purpose of the study was to develop guidelines that would assist school administrators in the implementation of a global education program. Literature was reviewed in the following areas: justifications for global education, problems of implementing a program, historical background, global education programs, and state and national interest in global education. A questionnaire was developed and sent to fifty state department of education officials asking that they identify school districts that had implemented global programs. Another questionnaire was developed and sent to sixty school districts selected throughout the United States. Administrators were asked questions about the implementation of their programs. Three school districts and the Teacher Center for International Relations were visited by the investigator to gain more information. According to the research, school districts had encountered some problems in implementing a program. Teachers were not trained in how to provide a global perspective and they often were not committed to the concept. Global education had become a controversial issue in a few districts. Assistance in implementing a program could be obtained from: college and university personnel, state department of education personnel, organizations supporting a global perspective concept, and other school districts. The guidelines were developed on the basis of the information obtained from the research. The following guidelines should be of assistance to a school district that decides to implement a program: (1) Identify teachers and administrators who have interest in the concept--involve them in planning and implementation. (2) Identify people in the community to provide support and assistance. (3) Assign responsibility for implementation to individual or individuals. (4) Provide financial support and release time. (5) Identify out-of-district resources. (6) Develop goals and objectives. (7) Evaluate the present curriculum to ascertain if it meets the goals and objectives. (8) Decide on the instructional approach to be used. (9) Systematically develop or revise curriculum (if needed). (10) Provide inservice. (11) Keep board members and administrators informed on progress. (12) Develop plan for evaluating program.
