THE CHANGING ROLE OF STATE SUPERVISION OF BUSINESS EDUCATION

Abstract

The objective of this study was to determine the changing role of state supervision of business education. The study concentrated on (1) the current role of the supervisor of business education; (2) the changes in business education in the past three years that have had an impact on the role of state supervision; (3) department of education administrative changes having an effect on the role of the business education state supervisor; and (4) role changes anticipated by state supervisors due to the changes occurring in business, education, and business education. Analysis of data revealed that curriculum deveopment was the most critical job function performed by business education state supervisors followed by funding programs and managing vocational student organizations. Technology changes were identified as the most critical business changes occurring which have an impact on state supervision. Analysis indicates that department of education structure changes have been limited; however, changes in management of student organizations have been significant and are anticipated to continue changing in the future. Analysis of the role of the state supervisor with conference planning, secondary program evaluation, and professional organizations indicates that state supervisors are highly involved with the above; and changes have occurred in the degree of their involvement. Analysis of data indicates significant changes in business education state supervision have occurred in (1) shift in department of education responsibilities; (2) in-service training program changes; (3) increased amount of paperwork; (4) increased time commitment working with textbook and equipment vendors; and (5) reduction in the amount of time available to work with teachers. Analysis reveals issues facing business education state supervisors as dealing with technology, advancement of business education in the curriculum due to increased graduation requirements, and need for development of increased funding for business education. Business education state supervisors identified changes which need to occur in state supervision as: increase contact with teachers, decrease unnecessary paperwork, increase in-service budgets, and increase emphasis on quality standards and technology implementation.
