PERCEPTIONS OF PRESENT AND FUTURE PROGRAMMING IN SELECTED CENTERS FOR DISABLED PERSONS IN MOROCCO (HANDICAPPED, INSTITUTIONS, COMMUNITY-BASED)

Abstract

This study was undertaken to provide information useful for future planning for present centers for disabled persons in Morocco and for groups hoping to begin new programs. The study reviewed the history and present status of development of programs for disabled persons in Morocco as compared with other African and/or Arabic and/or Islamic countries. A survey was also made of the history, present perceptions and thoughts for the future of various persons associated with ten of the centers for disabled persons in Morocco. Peace Corps Volunteers used a multiple choice questionnaire as a guide to conduct structured interviews of selected persons (parents, medical/psychological staff, teachers or coworkers, administrators, Peace Corps Volunteers and public) working with or living near these centers. An analysis of data was made to compare the responses of the various groups within centers, among centers, within groups, among communities and among handicapping conditions. Case studies were also developed for each of the centers. Comparison and analysis was made of the extent to which institutionalization is occurring, is likely to occur and what factors seem to be involved. Morocco and other African/Arabic/Islamic countries seem to be following to some extent, the general trend of developing centralized institutions for the provision of services to disabled persons. Only in a few isolated, specialized cases does there seem to be a trend directly to community-based services without an intervening institutional stage or intermediary.
