EVALUATION OF THE CRITERIA USED IN DEVELOPING ACADEMIC FACILITIES PLANNING STANDARDS IN PUBLIC COLLEGES AND UNIVERSITIES IN THE UNITED STATES

Abstract

This study was conducted to test the importance, extent of use, and effectiveness of 46 academic facilities planning criteria in four-year colleges and universities in the United States. The planning criteria were identified from the literature and grouped in a survey questionnaire under eight distinct categories including needs assessment, management planning, physical plant planning, financial planning, total institutional plan, evaluation of facilities program, and annual facilities review. Eighty-eight usable questionnaires were received from a random sample of 158 facilities planners in 254 four-year public colleges and universities in the United States. In addition to obtaining demographic data on respondents, information was gathered on the facilities planners' assessments of each criterion for its usefulness in academic facilities planning. Usefulness was defined by importance, extent of use, and effectiveness. The instrument was self-developed. Percentages, group means, Pearson's correlation coefficients, analysis of variance for a two-factor repeated measurements design, and Tukey's honestly significant difference test were used to address four research questions and three hypotheses. Significant differences in group means indicated that the facilities planners rated all the criteria highest on importance, followed by extent of use, and then effectiveness. Rank-ordering by row means produced the following hierarchy of usefulness (with all three variables combined): needs assessment, implementation, annual facilities review, physical plant planning, total institutional plan, management planning, evaluation program, and financial planning. While all the criteria were assessed as important, the ratings did not indicate strong agreements among the planners on the extent of use and effectiveness of each item.
