A STUDY OF CONTINUING PROFESSIONAL EDUCATION FOR NEBRASKA'S ASSOCIATE COUNTY JUDGES

Abstract

The purposes of this study were to: (1) identify and prioritize educational needs for Nebraska's Associate County Judges; and (2) develop an educational plan whereby those needs might be realized. All county and associate county judges in the state of Nebraska were invited to participate and were mailed a survey instrument. Between seventy-six and eighty-four percent of the county judges responded to the Delphi questionnaires. Eighty-two percent of the associate county judges responded to a single survey. The Delphi technique was utilized to identify and prioritize educational needs from the county judges' perspectives. A questionnaire survey conducted with the associate county judges further refined the identification and prioritization of the needs from the associate county judges' perspectives. Demographic information descriptive of the state's current population of associate judges was also collected with this survey. This information was utilized in the instructional planning phase of the study. The findings indicated that the following educational needs for associate county judges should be emphasized in future programs of professional continuing education: (A) Legal Knowledge. (1) General knowledge of the law, (2) County court manuals, (3) Probate procedures, (4) Civil procedures, (5) Issuance of search and arrest warrants, (6) County Court, District Court, and Supreme Court rules, (7) Arraignment and bail procedures, (8) Retrieval of applicable statutes and amendments; (B) Management and Administrative Skills. (1) Public relations skills, (2) General management skills; (C) Business Office Skills. (1) Communication, (2) Bookkeeping, (3) Officer planning and coordination. Implementation of these findings into a learning design is presented as a recommendation for action to the Nebraska Judicial College.
