The effects of state and federal legislation and leadership responsibilities on the role of the state Chapter I coordinator

Abstract

The objective of this study was to determine the effects of state and federal legislation and the leadership responsibilities on the role of the state Chapter 1 coordinator. The study concentrated on (1) the current responsibilities of the state Chapter 1 coordinator; (2) the effects of national legislation on the state Chapter 1 coordinator; (3) the effects of state legislation on the state Chapter 1 coordinator; (4) what changes there are likely to be in the future for the state Chapter 1 coordinator; (5) how administrative decision-making is handled at the state level. The Chapter 1 coordinators of the fifty states, District of Columbia, Puerto Rico, and the five territorial islands comprised the population for this study. The dependent variables were the various job related responsibilities. The independent variable in the study was the state coordinator's regions. The Statistical Package for the Social Sciences, one-way analysis of variance and chi-square statistic were used to examine the data. Analysis revealed that program monitoring was the most important responsibility for the state Chapter 1 coordinators and it consumes the largest percentage of their time. Federal legislation does have an effect on the role of the Chapter 1 coordinator while state legislation has a minimal effect on the role of the Chapter 1 coordinator. The role of the Chapter 1 coordinator will be effected with the implementation of Public Law 100-297. Administrative decision-making at the state level is mainly done by making a recommendation to a higher authority.
