Priorities for vocational education: The State Council perspective

Abstract

The purpose of this study was to identify, prioritize, and compare the issues facing vocational education from the perspective of members of State Councils on Vocational Education. A three-round Modified Delphi technique was used to obtain responses and arrive at consensus from selected State Council members. Four members from each of the 54 State Councils were randomly selected and invited to participate in the study. Of the 216 initially invited to participate, 100 completed all three rounds of the Delphi process. Participants included 60 representing Public Sector members and 40 representing Private Sector members of State Councils. Results yielded five areas of information all from the state council perspective including: specific issues of importance to vocational education; priority of federal mandates for councils; priority of state director identified issues; priority of state council identified issues; comparison of the priority of issues by the public and private sector members of the state councils. A total of 91 issues were rated for importance including 65 council identified, 15 federal mandates, and 11 state director identified issues. An overall mean for all 91 issue statements affecting vocational education was calculated at 3.007 (SD =.318) indicating a moderate level of importance. The final mean rating for the issue statements ranged from a high of 3.604 to a low of 2.341. No significant difference (p $>$.01) was found between the mean ranking of the issue statements of the public sector and private sector members of state councils. Findings suggest that council members see more importance to participating in planning for improvement of programs rather than evaluation activities. Administrators and policy makers are urged to use results of the study when considering priorities for future legislation.
