Leadership strategies for creating a rural education consortium
Abstract
The purpose of this qualitative study was to describe the visionary leadership role a school superintendent played in helping develop a rural telecommunications system among participating communities in a Mid-America state. The study examined how the superintendent went about developing a vision and how he led the process of adopting a vision shared by the school districts and their communities. Traditionally, many of the rural communities and schools had been rivals. The study included interviews with administrators, teachers, and leaders of participating schools and communities. Interviews were conducted April through June, 1995. Additional data were collected from grant applications, school board minutes, school newsletters, community and state newspapers. Data were analyzed for characteristics and themes which evolved. Those were (a) developing a vision, (b) articulating a vision, and (c) sharing a vision. Conclusions, discussion, and recommendations for further research were also included in the final chapter.
