Program evaluation for Quality Living, Incorporated
Abstract
This dissertation presents information relevant to the development and implementation of an evaluation system designed for programs serving clients with traumatic brain injury. Specifically, the program evaluation system for this dissertation has been designed to evaluate a medical-educational model that uses collaborative consultation as the primary method of service delivery. The brain injury program evaluated implements an unusual clinical approach and programmatic focus for the field of rehabilitation. The clinical program uses an outcomes driven approach with all goals individualized. The evaluation examined progress within the program, goal achievement following discharge, goal maintenance at six months, twelve months and annually thereafter, satisfaction with the program, and improvements in quality of life. The evaluation used existing agency data and included input from current residents participating in the program, family members of current residents, former residents, and former family members. The results of this evaluation indicate this model of rehabilitation and the resulting follow-up services enhance individual progress, goal achievement, and goal maintenance. In addition, consumers, both clients with traumatic brain injury and their family members expressed strong satisfaction with the program and observed positive quality of life changes following completion of the program. Strong evidence exists that goals are achieved and maintained if the individual completes the Comprehensive Treatment Plan. The results also identified some areas for possible improvement, (e.g., examination of the style of presentation of policies and procedures, explanation of the terminology used to refer to staff positions). Overall, the results of the program evaluation suggest this medical-educational model works well for the population served. The evaluation has also provided guidance for program improvements.
