Abstract

This paper utilizes a difference-in-differences strategy to examine the effects of a nighttime bus service expansion in the Washington D.C. metropolitan area on nursing home employment and work arrangements with comparison groups constructed along routes that press releases identify as runners-up for expansion. Our difference-in-difference estimator shows a 1.7 to 2.4 percentage point increase in the share of hours worked by contractors for facilities lying along expanded service bus routes. In line with the literature, we find no statistically significant effect of the bus service expansion on within facility employment.
