Abstract
It is good to be back in Nebraska. As many of you know, water resources was my major field of endeavor a dozen years ago when I was on the faculty of University of Nebraska. My Ph.D. dissertation involved water law and water administration in the central United States, and I know you have a number of states represented here that were involved in that particular study. Those states were Kansas, Colorado, Iowa and Nebraska, but with some spillover into other geographic areas as well. At that time, of course, I spent a lot of time with people like Don Axthelm and Vince Dreeszen, who are here today, and later with Senator Kremer and many other.
