Abstract

Many non-federally recognized tribal communities are working to gain their sovereign status and cultural independence. But what happens if a tribal community that is part of a confederation of tribes wants its own autonomy? The Covelo Round Valley reservation in Northern California is dealing with this exact question. Can we have a sovereign tribe within a federation of tribes? Or does this endanger the entire alliance? Guests include Patricia Freeman of the Breakaway Band of Covelo Indians and Covelo Round Valley Tribal Administrator Michael Pena.
