Abstract
In 1955 Congress established a permanent committee to administer projects funded by a bequest from Justice Oliver Wendell Holmes. The Act established as a first priority the preparation of "a history of the Supreme Court of the United States" by "one or more scholars of distinction." When completed that history will include twelve volumes, each covering a specific period of the Court's history. The volume being reviewed is the third volume published.
